I picture it bouncing between Jim and Blair from year to year. If nothing else, Blair will insist; Jim gets into trouble, too, and it's "not fair" to discount it just because he's a cop. (Can't you just see Blair's hands flying as he explains this?)
Well, yeah! Even in canon Jim gets into non-cop-related trouble. Like when he gets into the road rage argument with that crazy guy, or in Secret when he goes to meet an old friend and ends up captured and drugged up (with Blair to the rescue). But we can't leave out Simon as a contender -- he got into trouble attending his high school reunion! ^_^
